The North Kelsey Parish Council is made up of eight members - comprising the Chair, Vice-Chair and six members - all elected representatives of the council and holders of public office who work for the benefit of the community and all local residents. Councillors are summoned to attend meetings, have specific responsibilities, are bound by laws and are required to meet specific standards. Whilst many are unpaid, in some councils, councillors can receive an allowance.

The Parish Council is fully accountable and subject to detailed audit.

The Clerk to the Parish Council is a paid, part-time employee.

Residents may attend full council meetings and can speak briefly on village matters at the commencement of the meeting in Parishioners Items.

ROLE OF THE PARISH COUNCIL

The role of the Parish Council is to represent the interests of the whole community.

It is a part of local government supporting the democratic process. Local Councils provide a focus for the community to identify concerns and projects, and endeavour to solve them locally themselves.

The Parish Council is a corporate body, and a legal entity, separate from that of its Members, and is accountable to the local community. Its decisions are the responsibility of the whole body and are made collectively and by majority. The Parish Council has been granted powers by Parliament including the authority to raise money through taxation - the precept, and a range of powers to spend public money.

 A Parish Council is an elected body in the first tier of local government. Elections take place every 4 years. Other tiers, known as principal councils or authorities, have many legal duties to deliver services such as education, housing, town and country planning, transport, environmental health and social services. Parish Councils have the legal power to take action, but they have very few duties and greater freedom to choose what action to take. They can play a vital part in representing the interests of the communities they serve and improving the quality of life and the local environment.

OBJECTIVES

North Kelsey Parish Council is here to serve our community. As an organisation we form part of your local government and must adhere to local government policies. Councillors are drawn from the parish and offer their time as volunteers.

We have many functions but overall our prime objective is to manage, improve and preserve our village for the good of all.

North Kelsey is a unique community and a very desirable place to live, however we are facing many pressures. Your Parish Council is a well placed to represent our community and work with West Lindsey District Council and Lincolnshire County Council and National Government plus other authorities such as the Police, highways, local business and community groups to achieve the best for our community.

ACTIVITIES

The council has many functions, activities including

  • Representing the village at local government level.
  • Reviewing planning applications, material to the fabric of our village and reporting back to West Lindsey District Council.
  • Liaison with Lincolnshire County Council in respect of highways and pavements.
  • Managing and maintaining the village assets such as The Cemetery, car park, playing fields and the land owned by the council.

LITTER PICKING

North Kelsey Parish Council undertake regular community litter picking sessions to ensure the parish remains as tidy as possible and litter free.

The litter picks generally take place on the 1st Saturday of every month, with the time and place being advertised on our Facebook account so search 'North Kelsey Parish Council', like the page and be the first to hear. All you need to bring is yourself and a pair of gloves if you have your favourites. Don't worry, however, as we will suply gloves together with litter pickers, high viz jackets and bin bags.
