Minutes of the Parish Council Meeting held in the Village Hall on Tuesday 7 December 2021 at 7.00pm 

Present: Cllr M Williams, Cllr D Hunt, Cllr H Burrows, Cllr R Hunt

A public forum was available for members of the public to ask questions, four members of the public were in attendance.

Local Resident raised concerns regarding the application for an extension of time by Egdon regarding the oil Drilling development at Smithfield Road.  This has resulted that the public consultation will now run through the Christmas/New Year Festive period.  They are also seeing to amend technical drawings defining the project and direction of drilling.  A request was made for this to be added to the agenda for the next Parish Council Meeting in January 2022.

WLDC Update - Cllr Morris reminded the PC that information regarding funding opportunities via Democratic Services for the Jubilee should have been made available in October 2021 however, he had yet to receive final information.

Recycling.  As mentioned at the previous meeting, new purple bins will be issued by WLDC next year for paper and cardboard which will need separating from the usual blue recycling bins. These will be collected every four weeks and will alternate with the usual blue bin collections. Cllr. Morris will be visiting the new recycling centre at Caenby Corner and will update the Parish Council at the next meeting.

LCC Update –Cllr. Morris Highways reported there are a number of drainage issues causing flooding and potholes, that are being investigated by the Highways Agency.  He will report further at the next meeting.  The current situation regarding potholes can be viewed via the website ‘Fixmystreet/Potholes

7.25pm    The Chairman opened the meeting, welcoming both County & District representatives and also members of the public.

21/464   To receive apologies and reasons for absence – Cllr S Haynes – none received

21/465    To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. 

None received. 

21/466    To approve draft minutes of the Meeting on 26 October 2021

Resolved to approve as a true record. Proposed Cllr H. Burrows proposed, Seconded Cllr. D.  Hunt (Vice Chair). All in favour.

21/467    Chair & Councillors Report 

None

21/468    Clerk’s report on matters outstanding

The Clerk reported that two further companies had requested the opportunity of quoting for the Fencing around the Playing Field and hoped to update the PC at the next meeting..     

It has been noted that the issue with the vehicle parked at the playing field has previously been resolved, however a concerned resident had reported its appearance once again.  

As discussed previously, there have been a number of issues with the Parish Laptop, namely lack of Antivirus Software and a huge number of updates that were unable to take place via the outdated system software. The computer maintenance company has been appointed to install relevant software however they had been inundated with a backlog of work, therefore the laptop still hadn’t been updated at the time of the meeting.
      
Resolved – Clerk to contact AMS IT Systems

21/469   Parish Precept

Budget update figures and the provisional precept were discussed.

Resolved to set precept for 2022/2023 at £19,415, which demonstrates a small increase on last year.

21/470   North Kelsey Youth Club

At this time the PC are unable to obtain information regarding the legal implications for change of use for the bequest in its care.

21/471   Road Sign Damage

Replacement for the damaged Road Sign which demonstrates the 30mph speed limit when entering the village was discussed.  This is the yellow sign with a 30 MPH limit in black.  
   
Proposed Cllr D Hunt.  Seconded Cllr H Burrows.  All in favour. 

Resolved:   Agreed to purchase a quantity of new signs.  Cllr T Smith suggested contacting Graham Butler and will advise contact details for the Clerk after the meeting.

21/472   Queens Diamond Jubilee

There is a grant of up to £700 available from the Community Association for children of the parish to be involved in the celebration of the event.  Children must be aged 16 or under in order to take part.   

Cllr R Hunt proposed a visit to North Kelsey Primary School in order to establish numbers of children involved and will report back at the next meeting.

21/473   To receive an update in relation to: 

a)   Cemetery & Chapel

Cllr D. Hunt updated the PC that the hedge around the cemetery had been cut and was now in good order 

After a site visit by councillors to the chapel, it was proposed that that the guttering around the chapel needs replacing and the roof needs further inspection by an official and approved contractor.  Once the roof and guttering issues have been resolved, the chapel walls will require replastering.  Cllr H Burrows to post for potential contractors via the Parish Facebook Page

Resolved:  All in favour.

b)    Village Grounds Maintenance 

The PC has previously agreed that the future tender will form a three-year contract with annual reviews for the successful contractor.  The specification for the tender has been approved. 

Cllr Burrows had put a post on Facebook for interested parties to come forward and all would be invited to take part in the tender.

c)    Play Equipment

Cllr H Burrows has had discussions with two potential suppliers so far and has a number of other options to explore.  The equipment needs to span all age ranges.

PC suggested contacting the PTA from North Kelsey Primary School who were involved with the previous contract for their support and further suggestions.  As this is a community playing field, it was also suggested that the community should be consulted for their input.

21/474       Financial Matters 

The Clerk & RFO reported payments received since the last meeting Hmrc vat refund £1325.32

Resolved to approve payments 560.69. Proposed Cllr. D Hunt. Seconded Cllr. H Burrows.

21/475       Planning Maters

No matters arising

21/476       Privacy Policy

The updated privacy policy was discussed in detail.

21/477      Dates for 2022 Meetings

The Parish Council would like to return to monthly meetings for 2022 and these will be held on the second Tuesday of each month.
