Minutes of the Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 11th September   2018 at 6.30pm

Those present: Councillors D Hunt, R Hunt, R Smith, L Barker, S Priestnall In attendance: J Waite (Clerk)  Cllr Turner.

1   To receive apologies and reasons for absence Ref 18/100

Cllr S Hind, no apologies sent for this meeting Cllr  T Peach, no apologies sent for this meeting Cllr Strange.

2   To receive declarations of interest under the Localism Act 2011 – being any pecuniary or  non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.   Ref 18/101

3   To approve draft minutes of the meeting held on 14th August 2018. Ref 18/102

Resolved to approve as a true record.

4   Public Questions Res 18/103

None raised.

5   County Council Report  Ref 18/104

Parish Council are still waiting for the Speed watch survey to be done to put up speed limit signs on the approaches to the village.

No other issues to report.

6   District Council Report Ref 18/105.

No report given.

7   Clerk’s report Ref 18/106.

A new email address for the council has been set up clerk.northkelseyparish@gmail.com

There are currently 2 vacancies on the council.

Cllr Hind and Cllr Peach have now been absent from council for more than 6 monthly meetings, so council resolved to evoke the 6 month rule. The current make up of the council is for 9 councillors, so this would give 5 serving councillors and 4 spaces.

Council proposed to contact WLDC to reduce the number to 7, giving 5 serving councillors plus 2 casual vacancies.

The Clerk will continue to arrange for the Speed watch survey to be completed by LCC to enable new speed limit signs to be placed on the entrance roads to the village.

Councillors were asked to complete the GDPR compliance check list. Posters to go up around the village advertising the current casual vacancies.

It was proposed to ask D Williams to do the fence repairs on the playing field gate entrance. Proposed Cllr R Hunt. Seconded Cllr L Baker. Al in favour.

Quotes received to complete work to crown lift the trees at the end of Occupation Lane. Proposed to carry out works

Clerk to contact hedge owner on verge of Cemetery Road to ask for the hedge to be trimmed.

A request has been received to use the playing field for a marquee for a wedding. Council have declined this request.

The new Standing Orders 2018 were adopted.

Budget up date and current spend levels were looked at. To be done again at November meeting, looking at precept setting.

9   Planning applications and decisions received Ref 18/108

No applications received.
 
10   Parish matters – To receive any report or consider any appropriate action Ref 18/109

a)   Cemetery – The new and replacement bins have been requested from WLDC. There is a headstone which has fallen over. There are some trees that need pruning.

b)   Grounds Maintenance - The planters for the village signs are still being looked at.

c)   Play Area – the area for the boundary fence around the play equipment will need to be remeasured to allow for the seats. Quotes for wire mesh fence are to be looked at.  A new bench is to be added at the bottom of the park. The bark in the play area will need topping up. The plywood on the climbing frame needs repairing.

d)   The chairs for the village hall have now been ordered. Delivery is expected week beginning October 14th.
