Minutes of the Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 13th November 2018 at 6.30pm

Those present: Councillors D Hunt, R Hunt, R Smith, L Barker, S Priestnall In attendance: J Waite (Clerk)  Cllr Turner. 3 members of the public

1   To receive apologies and reasons for absence Ref 18/122

Cllr Strange.

2   To receive declarations of interest under the Localism Act 2011 – being any pecuniary or  non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.   Ref 18/123

3   To approve draft minutes of the meeting held on 9th October 2018. Ref 18/124

Resolved to approve as a true record.

4   Public Questions Res 18/125

The Postmaster from Caistor Post Office gave council an update on the position of the out reach service for North Kelsey village, and the difficulties with the financial situation. The out reach service does not cover the running costs at present. It was decided to advertise the services available and times more widely around the village. NKCA have requested that the parish council contribute to the costs of running the service.

A new email address for the council has been set up clerk.northkelseyparish@gmail.com

There are currently 4 vacancies on the council.

A thank you letter has been received from NKCA in respect of the chairs donated by the parish council. A new boiler and heating system is needed for the hall, and the council agreed to support this and look at possible funding streams available.

Data Protection policy reviewed and approved.

Parish Council to produce a flyer to go to each house in village about the post office out reach service.

It was proposed to continue to monitor the financial situation of the out reach service, with a view to possible future subsidy for the rent of the room to provide the service if the need arose rather than loose the service for the village.

The budget and current spending was provided for councillors, and the budget for 2019/20 was set.

It was agreed to apply for a precept of £17,000.00 from WLDC for the next financial year. Proposed Cllr R Hunt.  Seconded Cllr R Smith.  Al in favour.

9 Planning applications and decisions received Ref 18/130

Application 138519 – No comments or objections raised.
 
10   Parish matters – To receive any report or consider any appropriate action Ref 18/131

a)   Cemetery – The new and replacement bins have been requested from WLDC. There is a headstone which has fallen over.

b)   Grounds Maintenance - The planters for the village signs are to be purchased at a cost of £35 per planter. 3 are to be ordered.

c)   Play Area – the area for the boundary fence around the play equipment has been remeasured to allow for the seats. Quotes for wire mesh fence are to be looked at. The quotes for the new play bark were discussed

Quotes 1 to 3 are hardwood. Quote 4 is for softwood chippings. Further quotes are to be sort for the next meeting.

d)   The chairs for the village hall have now been delivered.

e)   The old football goals have now been removed and the area made safe. The new goals are to be installed.
