Minutes of the Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 11th February 2020 at 6.30pm

Those present: Councillors S March, P Bryan, J Perry, D Weir, R Smith ( chair ), L Barker, J Lomas,

2 To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.     Ref 19/155

3 To approve draft minutes of the Ordinary Meeting of the Parish Council, held on 14th January 2020. Ref 19/156

Resolved to approve as a true record.

4 Public Questions Ref 19/157

Concern was raised about the building sites either side of Brigg Road, with the amount the mud and traffic congestion they are causing. 

Edgon , Smithfield Road, South Kelsey development site  - the campaign group wanted to update the council as to the current situation, which has not changed since last month in terms of planning applications. The group have concerns that the company will want to enlarge the site and extend the planning permission but until this happens the council are unable to comment on speculation. 

5 County Council Report  Ref 19/158

Councillor not present  - damaged road sign on Carr Road to be reported to LCC highways. Mud on road at building sites to be reported.

7 Clerk’s report Ref 19/160

A new email address for the council has been set up clerk.northkelseyparish@gmail.com

There are currently 2 casual vacancies.

A discussion about support that the Parish Council could offer the Village Hall Committee – Cllr P Bryan will attend the next village hall committee meeting .

LALC training dates – councillors aware of change of date to 31st March.

Contact from Kelsey Primary School about the council taking over the maintenance of the de fib. Council resolved to take this on

Edgon – Clerk has tried to contact LCC to fine out if we are a statutory consultee, as an adjoining parish. Edgon are to set up a community liaison group and a member of the public agreed to attend these meetings alongside councillors and the clerk. The points raised in a letter supplied by the campaign group were addressed, as some are misleading.

9 Planning applications and decisions received Ref 19/162

Application 140491 – comment on issue of increased traffic

10 Parish matters – To receive any report or consider any appropriate action Ref 19/163

a)   Cemetery – there is a payment for a burial outstanding from November.

Christmas wreaths are now removed – there is a lot of waste with these and it was agreed to look at only allowing eco wreaths in future. 

Cllr Brayn has transferred the burial records to an electronic format, to be used as a back p alongside the existing books. 

b)   Grounds Maintenance  -   quote for aluminium notice board - £618. Further quotes to be sort.

c)   Play Area –  A resident has raised a concern about the height of the see saw and that it is unsuitable for small children. There are several new mole hills appearing. 

d)   Wild Life Area – To look at grants available for green spaces from the Big Lottery abd Heritage Funding.
