Minutes of the North Kelsey Parish Council held at 7.00 pm at the Village Hall on 14 February 2023

Cllr Smith gave a brief update on the flooding issue at the junction of Brigg Road and Chapel Mead and offered to assist with permits for benches on South Sreet.

4 To receive declarations of interest under the Localism Act 2011 - being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members Register of Interests - Ref: 171

5 To approve the draft minutes of the Council meeting held on 17/01/23 - Ref: 172
It was resolved to approve the minutes as a true record.

6 Finance Report - Ref: 173
a) Accounting statements for period ending 31/01/23 - Ref: 174
The Clerk had previously circulated the accounting statements for the period ending 31/01/23. It was resolved to approve the accounts as a true record.

It was resolved to approve the schedule of payments totalling £5745.97.

8 Parish Plan Update - Ref: 177
a) Proposed Flyer - Ref: 178
The flyer is to be renamed 'North Kelsey Parish Newsletter'. Some additional content was to be added to bring the newsletter to A3 folded providing 4 A4 sides.
b) Plan update - Ref: 179
A progress of the plan was given by each responsible councillor.
9 Parish Matters - Ref: 180
a) To approve membership to LALC Annual Training Scheme - Ref: 181
It was resolved to join the Annual Training Scheme operated by Lincolnshire Association of Local Councils at a cost of £115 per annum.

b) North Kelsey Youth Club Charity - Ref: 182
The Clerk had previously circulated a document detailing the vulnerability to the Council at the moment with limited trustees and bank signatories. It was suggested to increase trustees to 5 and bank signatories to a minimum of 5.
Enquiries would be made with the Charities Commission with regards to the charity purpose before proceeding with additional signatories to the bank which would be considered at the next meeting.
It was resolved to appoint Cllr A. Robinson, P. Jackson and J. Cundill as Trustees.

c) Verge grass cutting - Ref: 183
It was resolved to sign up to the parish verge cutting scheme with Lincolnshire County Council.

d) Community shop - Ref: 184
Cllr Robinson gave a brief insight into a Community Shop. This was deferred to a future meeting once research had been undertaken and after the forthcoming elections as the General Power of Competence would be required.

b) Planning: 146095 Damson Cottage Carr Road North Kelsey Market Rasen LN7 6LG - Ref: 189
Planning application for single storey side extension and two storey side/rear extension with associated internal refurbishment and alterations.
No objections.
