Minutes of the North Kelsey Parish Council held at 7.00 pm at the Village Hall on 14 March 2023

1   Welcome from the chairman and public session (15 mins) - Ref: 191

Two residents spoke about draining, flooding and foul water flooding along Maidenwell Lane. Cllr P.Morris and Cllr T. Smth agreed to visit and take matters forward.

2   Reports from Unitary Councillors - Ref: 192

Neither Ward councillor had little to report other than advising councillors on the 2023/24 budget.

3   Apologies and reasons for absence - Ref: 193

4   To receive declarations of interest under the Localism Act 2011 - being any pecuniary or non-pecuniary  interest in agenda items not previously recorded on Members Register of Interests - Ref: 194

5   To approve the draft minutes of the Council meeting held on 14/02/23 - Ref: 195

It was resolved to approve these as a true record.

6   Finance Report - Ref: 196

a)   Accounting statements for period ending 28/02/23 - Ref: 197

The accounting statements for the period ending 28/02/23 had previously been circulated. It was resolved to approve these as a true record.

It was resolved to approve the schedule of payments totalling £628.57

7   To receive any reports from external organisations - Ref: 199

Cllr J. Cundill gave an update having attended the North Kelsey Community Association meeting.

8   Parish Plan Update - Ref: 200

Councillors gave updates in respect of their responsibilities on the Parish Plan; namely:-
Newsletter - positive feedback had been received with the next edition planned for the end of April 2023. Events - Ideas will be discussed after the May elections
School - Cllr Cundill would make contact again with the school
Playing Field - Ideas were to be prioritised with a view to obtain costings based on priorities. Coffee Morning - First one is to be held 15th March.
Cemetery - Quotes are awaited.
Speed Signs - A resident had offered to fund two reactive signs along Easthall Road and approval was being sought for their locations.

9   Parish Matters - Ref: 201

a)   Wheelie bin speed limit stickers - Ref: 202

It was resolved to initially purchase 100 stickers at a cost of £119 to be initially handed out to residents along Brigg Road, High Street and Church Street.

b)   Fraud Prevention Policy - Ref: 203

It was resolved to adopt this policy.

The Clerk would investigate dual authorisation with banks.

c)   North Kelsey Youth Club Charity - Ref: 204

The Clerk reported on the process to close the charity and methods of distributing the remaining balance. A representative of the Youth Club would be invited to the next meeting to discuss further.

d)   Defibrillators (PJ) - Ref: 205

It was resolved to approach Caistor & District Lions to seek assistance in providing a second defibrillator in the village.

It was resolved to contact WLDC to seek any support and to purchase replacement pads/battery for this defibrillator subject to this conversation.

The Clerk confirmed that the pads in the existing defibrillator expire in August and there was a Worldwide shortage of pads for this defibrillator.

e)   Review tracking report - Ref: 206

20539 - Owmby Lane Connection to Main Sewer No progress had been made

20626 - New Seats/Bench

A permit had now been received for the bench on South Street and one can also be located on Occupation Lane.

Further progress on this would be made at the next meeting.

20777 - Policy Review: Data protection Policy  21310 - Policy Review: Equality & Diversity Policy It was resolved to adopt the above two policies

Work was expected to be concluded by the 24/03/23
