Minutes of the North Kelsey Parish Council held at 7.00 pm at the Village Hall on 13 June 2023

1 Welcome from the chairman and public session (15 mins) - Ref: 268
The chairman welcomed everybody and with no members of the public present no questions were raised.
2 Reports from Unitary Councillors - Ref: 269
Cllr T. Smith updated councillors on existing matters regarding flooding and councillors reported further matters regarding drainage with Cllr Smith undertook to report. He also had taken the issue with the speed sign posts to another Officer for resolution.
3 Apologies and reasons for absence - Ref: 270

4 To receive declarations of interest under the Localism Act 2011 - being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members Register of Interests - Ref: 271

5 To approve the draft minutes of the Council meeting held on 09/05/23 - Ref: 272
This matter would be deferred until the July meeting.

6 Finance Report - Ref: 273
a) Accounting statements for period ending 31/05/23 - Ref: 274
Cllr J. Waite questioned whether the cemetery had only been cut once as reflected in the accounts. The clerk advised that the accounts are up to 31st May and are on a receipts & payments basis and therefore only invoices paid are included. He further confirmed that the grass has been cut on a regular basis.
It was resolved to approve the accounting statements as a true record.

b) Schedule of payments - Ref: 275
Cllr J.Waite questioned the grass cutting invoice (114) as it only reflected the cemetery. The clerk advised that the summary includes the first line of invoices and the full invoice giving a full breakdown was attached to the analysis circulated to all councillors prior to the meeting.
It was resolved to approve the schedule of payments totalling £2112.40

7 To receive any reports from external organisations - Ref: 276
There were no reports other than the North Kelsey PTA were hoping for parish council assistance with their summer fayre but that assistance was not known.
8 Parish Plan Update - Ref: 278
The chairman circulated the logos produced by the school. Cllr J. Waite suggested that two logos could be combined. She was therefore asked to submit a proposed logo at the next meeting.
No further updates were provided regarding the parish plan.
The Parish Plan would be included within the documentation for future meetings. It was suggested to aim for a newsletter in July.
9 Parish Matters - Ref: 277
a) Verge parking restrictions (AR) - Ref: 279
The Clerk briefly outlined the suggestions, the process and potential drawbacks. It was agreed to defer to the next meeting with further information being available.
b) To consider purchase of benches - Ref: 280
An existing bench in The Chapel would be re-located to the play area.
It was resolved to purchase 2 benches from Agricycle at a cost of £395 each plus delivery and installation.

It was resolved to purchase 2 picnic benches in brown from Glasdon at a cost of £567 each plus delivery and installation.

20539 - Owmby Lane Connection To Main Sewer No further updates available
20769 - Policy Review: Member & Officer Protocol Policy It was resolved to adopt this policy

21155 - Speeding - Easthall Road
Cllr T. Smith (LCC) had now escalated this to another Officer as the officer involved had retired.
22460 - Waste Bins in Lay Byes
WLDC would not at this stage provide litter bins but would monitor the situation against fly tipping reports. A request would be made to WLDC for an additional or larger bin on the sports field.
