Minutes of the Ordinary Parish Council Meeting held on Tuesday 11th August 2026

RESOLVED:
That the minutes of the meeting be accepted as a true and proper record
100/2627    Police and Crime update
Data for 2 months received, dip in incidents May back up in June, mainly violence and sexual offences, public order and burglary.
2 reported crimes in North Kelsey both anti-social behaviour
Vandalism unreported, 1 incident in playing field, latch on the gate
101/2627    District and County Council update
Cllr P Morris (WLDC) 
WLDC will continue in present format until May 2027 when new councillors elected, they will shadow existing councillors until May 2028 when they officially take over. Only 2 County Councillors, and 97 Councillors for Rural Lincolnshire from May 2027
Services proposal to amalgamate over 6 years
Local Government Reorganisation:-
The Government has announced its plans for local Government Reorganisation in Greater Lincolnshire. After considering the proposals and consultation responses, it intends to proceed with a four-unitary council model.
The four proposed unitary councils would cover the current areas of:
Lincoln Council (Greater) - City of Lincoln Council, plus 12 wards from North Kesteven District Council and seven wards from West Lindsey District Council (referred to in the proposal as ‘Lincoln City’)
Lincolnshire Council (Rural)- Boston Borough Council, East Lindsey District Council, South Kesteven District Council, South Holland District Council, North Kesteven District Council minus 12 wards and West Lindsey District Council minus seven wards (referred to in the proposal as ‘Rural Lincolnshire’)
North East Lincolnshire, which would remain unchanged

Monthly Asset Inspection Updates:- 
Cllr.S.March Playing field, latch on gate repaired 
Cllr.P.Bryan Cemetery, tonne bag of gravel, working party looking to put down Saturday 15th August.
Mortuary chapel windows and doors still not painted, tile shifted in roof to repair, agenda item, walk through made in hedge a rail to be positioned to alleviate this, hedges have been cut, old planter Cllr J Slater to remove 
Cllr.J.Slater Village green, noticeboard has been oiled

MKS:- Strimmed the dykes out and crowned a few trees that was in way when on mower
Topple Testing:- No objections received, application still processing
NKM Speed Survey:- Based on the survey results and collision analysis, the criteria for fixed or mobile speed camera enforcement have not been met, this section of road does not qualify for any road safety measure, update in Newsletter
Prison Letter:- thank you acknowledgement received
Lincolnshire Fire and Rescue:- review regarding emergency response arrangements
CCTV:- update
20mph:-  Lincolnshire Road Safety Partnership response, this function is undertaken by the Lincolnshire County Council Highways Department and request a speed limit review with support of the District Councillor
The Viking Way Walks:- Three scenic walks routes: 
•    Caistor Circular (3.75 miles, approximately 1 hour 45 minutes
•    Tealby Circular (4.4 miles, approximately 2 hours
•    Cherry Willingham, Reepham and Fiskerton Circular (6 miles, approximately 3 hours) -.

WLDC:- adopts new Large-Scale Renewable Energy Community Benefit Policy
9 to 5k comes to Market Rasen:- Wednesday 16 September 2026
Design a Bike Competition:-Young artists are being invited to put their imagination into gear by designing a bike
Stage One of the Lloyd’s Tour of Britain:- races into West Lindsey on Wednesday 2 September
Household Waste Recycling Centres:- The Executive has approved the introduction of a booking system at all 11 Household Waste Recycling Centres (HWRCs), alongside a programme of infrastructure improvements across the county, WLDC are in discussions with LCC regarding agreement to this
