RESOLVED:
That the minutes of the meeting be accepted as a true and proper record, Cllr J Slater signed minutes in absence of Chair and Vice-Chair
144/2627 Police and Crime update
In August 2026, the majority of reported crimes were in Caistor (25) followed by Brookenby (15).
1 x Vehicle Crime – Halls Lane, reported in North Kelsey and 0 in North Kelsey Moor.
145/2627 District and County Council update
Cllr P Morris (WLDC) Apologies given, report received
Local Government Reform remains ‘Paused’ - we have had no indication when this will change – all we do know is that the elections next May will be along current boundaries,
WLDC have had their bid for Scampton rejected by the Government – we believe it will be taken over by a company in the defence sector.
Community Grant Programme at WLDC remains open if you wish to apply for any funding for a particular project
North Kelsey Moor - Illegal groundworks, planning is aware and are taking action.
Contribution of £250 towards a bench for the woodland regeneration confirmed

Budget 2027-28 to be estimated next meeting
Environment
Met via teams 12th October
Signage for planters done and swing seat fitted. Woodland stumps right height, round pallets for table tops to be addressed in spring 2027. Awaiting seating to be positioned. Fencing around play area both latches are now missing. Picnic bench has been moved to under the conker tree, needs repositioning and quote for concreting in place to be sought. Hedges are still awaiting cutting, clerk confirmed contractor has stated Oct and Nov for work to take place. Moles need addressing. Northern power grid sign missing contact to replace.
The bag of stone at cemetery, solution to be sought to store, gate at park needs a bit more placing there. Large poppies and Tommy statue to be placed 1st November and removed by 22nd November, Tommy initially at the cemetery and then moved to the green after the Act of Remembrance.
Arranged for the 7th November to tidy cemetery/mortuary chapel for Act of Remembrance. Order of service, more copies to be laminated.

Act of Remembrance RC Hunt confirmed attendance, to officiate, Invites have been sent including order of service and the laying of wreaths

154/2627 Flag Pole Holder
The Village Hall Committee requested the view of the Parish Council to install on the Village Green a small permanently covered pole holder for use as flag pole, maypole or Christmas tree. Cllr J Slater confirmed this would be fully funded by the Village Hall Committee.
Parish Council requested more information regarding size, position and installation method to make an informed decision.
