RESOLVED:
That the minutes of the meeting be accepted as a true and proper record
060/2627    Co-option of Parish Councillor
A resident had expressed an interest in becoming a Councillor and were present tonight
Proposed:- Cllr J Slater  Seconded:- Cllr S March   All in favour
RESOLVED:
That Lee Cooper be co-opted as a councillor to the Parish Council and sign the declaration of office and receipt of code of conduct. Register of Members interests completed, submit required documents to WLDC. Offer new councillor training and .gov email to be provided

Violence and Sexual Offences x 1 – Church St, North Kelsey
Anti-social behaviour x 1 – Lindum Walk, North Kelsey
Criminal Damage and Arson x 1 – Lindum Walk, North Kelsey
Other theft x1 – West St, North Kelsey.
Unreported incidents - April 2026. Noted by North Kelsey Parish Council that throughout the month of May 2026 there were 2 unreported incidents. Vandalism x 2 – North Kelsey Playing Field

064/2627    Parish Councillor updates 
Cllr J Slater:- resident has a tree issue on the green. Clerk visited resident and will update on issue
Cllr P Bryan:- has been approached by the community association regarding the tractor run Friday 26th June, they have requested access to park up on the playing field.
RESOLVED:
If dry councillors were in favour of them using the field, Clerk to check they have the necessary risk assessments and supervision of spectators whilst on the field.

Newsletter has been delivered and is on the website 
Community Shop would like their opening hours published in the newsletter
Flyer for the summer fair, Council not recognised as a sponsor
Form 4A (Rule 5.2) Public Notice regarding faculty application for topple testing has been placed on the cemetery gates and Mortuary Chapel door, as well as website and noticeboards. Any objections to the proposals should be by 8th July 2026.

Environment
Met 9th June via zoom, outstanding jobs for May, east side hedge still to be cut, will now be done once birds have finished nesting and rotovating of the woodland
Planters have arrived, Cllrs March and Bryan are ready to plant up, purchase of compost and flowers, budgeted £50.00. Agenda item next meeting if more spend required
Monthly Asset Inspection Updates:- 
Cllr.S.March Playing field, post has been mended, needs to be painted. Vandalisim, pulling up of newly planted hedging near the woodland area and the opposite side noted.
Cllr.P.Bryan Cemetery, wildflowers are blooming, surplus gravel has been spread. 
Cllr.J.Slater Village green. All ok

NKM Speed indicator:- No recent speed survey data, speed survey to be completed.  Once completed, a report will be prepared and shared with the local Highway Team and Lincolnshire police to ascertain if this section of road requires any road safety measures

(iii) Accounting Statements 2025-26 (Section 2 of the AGAR) agreed, signed by Clerk/RFO 08/06/26 before being presented to the authority for approval. Chair signed approval
