Minutes of the North Kelsey Annual Parish Meeting held at 7.15 pm
at the Village Hall on 13th May 2025
Present: Cllr D Waite (Chair), Cllr S. March (Vice Chair), Cllr P. Bryan, Cllr J. Slater, Cllr M. Williams and Cllr J Cundill

    Procedural items

2/APM    To agree the Minutes of the previous Annual Parish Meeting held on 14th May 2024

RESOLVED:
That the minutes of the meeting be accepted as a true and proper record
3/APM    Chair’s Welcome and Report
Chair thanked all councillors for their voluntary contribution, attending meetings and working together for the betterment of the village. Special thanks to Cllr S March and Cllr P Bryan for their determination and persistence with projects
Acheivements:-
Councillors: Full complement of 9 
Working groups: set up, risk assessments and regular monthly inspections
AGAR 2023-24: a lot of problems, now all resolved
Playground: a lot of work has taken place, worn parts replaced, community pay back volunteers and councillors painting play equipment and fencing, overall a big improvement, safety audit more positive
Playing Field: hedge has been cut and ditch cleared
Cemetery: war grave sign up, compost area, wild flowers, water butts in use, letter painting has begun on war memorial and will be completed prior to Remembrance
NKM: Bench and noticeboard installed
Planters: Flower planters plaques installed
Green: Water pump railing now installed, thanks to Cllr P Bryan for her determination
Website: Clerk trained making more efficient and regular updating of documents and information
Newsletter: an ongoing success, history section, local club’s promotions
Trustee: Charity savings moving forward
Finance: Clarity and presentation of financial accounts, budget planning, bank accounts changed, more efficient and saving on postage, plus additional interest on reserve funds
Precept: not increased for 25-26, cushion to allow for future challenging costs, Cllr J Slater concerns regarding reserves noted
Grants: Community Shop 2024-25 and Bowls Club 25-26 
District and County: Councillors T Smith and P Morris for their support, especially flooding issues. 
2024-25 Residents are voicing that the village is in a better position 
2025-26 Council priorities
Speed reduction: to explore all options to reduce speed especially at NKM
Cemetery: Headstone maintenance
Car Park: to confirm ownership and obtain legal documents
Bank accounts: to consolidate obsolete accounts
Dog Fouling: remains an ongoing issue
4/APM    Updates from County Councillor, District Councillor and Police.
James Bean is our new county councillor, lives in Lincoln, he has had a varied working background from agriculture to the prison service. Now retired decided to stand for election and has been awarded the position of executive support councillor for environment, working with Cllr Danny Brookes. 
Main issues of concern are with off shore energy at Anderby Creek and environment including flooding. He voiced that he is here for NK residents, Council are to bring him up to speed with historic issues regarding proposed oil well site at the edge of the parish and opposing fracking. Goal 4 years’ time to be elected as an MP
