005/2627    Police and Crime update
NC09 area not received. In February 2026, the majority of reported crimes were in the Caistor (29) area. With (1) reported crimes in North Kelsey and (0) in North Kelsey Moor.

Resignation noted for Cllr M Williams, thank you for service as councillor and clerk
Thank you for hedge planting, 5 councillors and five members of the public attended

03/12/25 – 11/03/26 Speeds:- 73% incoming and 64% outgoing within speed limit 40, highest speed 94mph, 900 cars more than 60 miles, publish data in next newsletter

Communications:- Social media and website articles ongoing. Noticeboards up to date. Next Newsletter for publication end of April 
Strategic:- End of financial year, AGAR
Environment:- Teams meeting 13/04/26, remaining fencing was being used to create tree house, all remaining wood now cut for transportation to the prison. April focus:- regeneration of woodland area to hopefully deter any vandalism. Details to be sought for teen shelter/activity centre. Plantremaining saplings in the cemetery scheduled for Sunday 19th April 11am. Quote to rotavate the ground eradicating the stinging nettles and grass seed it. Planters on village green and pump to be installed once made. East Side hedge to cut ongoing.
Monthly Asset Inspection Updates:- 
Cllr.S.March playing field:- as above
Cllr.P.Bryan Cemetery:- planting remaining saplings Sunday 11am, excess gravel stones to be used either side of chapel 
Cllr.J.Slater Village Green:- 2 temporary planters installed, will be changed once others are made

Mortuary Chapel:- Non Domestics rate bill received £0.00
Anglian Water Update Elsham to Lincoln pipeline project. Good progress continues, with approximately 39km of pipe now installed between Elsham and Lincoln. Land reinstatement and drainage works are ongoing, with areas being returned to landowners where possible.

Agreed to apply for funding to install a Monkey Challenge Climbing Wall and a Target Trainer.  
Facebook post needed to show demand in order to gain funding for it, no cost to council
17/2627    Dog Bin
An additional or bigger bin at the park entrance has been requested from WLDC, the existing bin is quickly full with residents walking dogs and disposing of waste. Await outcome and if not forthcoming agenda item for the next meeting.

Purchase through LS Joinery 
WG Joinery Ltd to manufacture 4 No small Norman arch direct glazed windows and 1 No larger Norman Arch window. All frames glazed using 6.4 mm clear laminated units. All glazing sent loose. All frames base sealed prior to collection.
All frames manufactured in Accoya £5,859.00 + VAT @ 20%
To remove existing doors, trim lower section of each door so as to remove decayed sections and replace with solid timber then over-face with deep timber weather-board, overpaint with white primer, return to War Graves Building and re-hang £1,436.00 + VAT @ 20%
LS Joinery quote includes fitting of all window and making good and removing all old
windows from site £1,200.00 no VAT
Total £8,495.00 plus VAT
