Minutes of the Ordinary Parish Council Meeting held on Tuesday 8th September 2026

119/2627    Police and Crime update
July has the highest recorded rate in2026, North Kelsey had 2 reported crimes 1 burglary and 1 violence and sexual offence, North Kelsey Moor no reports, not reported 1 case of vandalism

120/2627    District and County Council update
Cllr P Morris (WLDC) 
Local Government Reorganisation:-
The Government has postponed its plans for local Government Reorganisation in Greater Lincolnshire. The Government has also confirmed that local elections planned for May 2027 are now expected to go ahead on existing council boundaries. 
Contribution of £250 towards a bench for the woodland regeneration confirmed. A request to have a plaque dedicated to Cllr L Strange was agreed by council.
Confirmed attendance to our Remembrance Day service
Cllr J Bean (LCC) 
Grants for LCC are available from £2,500, £3,001 up to £15,000 for any purpose non-profit organisations
Riparian ditches and culvert under the road, agreed to meet along with highways to discuss. Photo of area requested, noted by Cllr P Bryan

Cllr J Slater Water leak across from the green has been reported and being investigated
Cllr S March Residents have raised issues regarding parking on streets and particularly near to bends, narrowing thoroughfare and causing problems, suggestion to monitor

Environment
Met via teams 7th September 
Playing field top soil used fill in mole holes has had no effect, dry weather is causing them to dip, warning to residents regarding uneven ground. Saplings, some have died due to the weather, entrance needs to be topped up with stones and gate latch has again gone missing. Swing seat still to be fitted
Signage for planters donated by the prison service has arrived, need attaching to planters
Painting of the mortuary chapel and slate tile are still outstanding, Cllr L Cooper to forward contact details for local contractor. Stones around chapel to finish and suggestion for around the memorial, Cllr J Slater to measure up for retaining boards. Mortuary chapel guttering no stop ends, replacement to be investigated. Grass cutters to be requested on last cut to do wildflower area 
Notice board at NKM still needs revarnish.

The school confirm they are monitoring the clearance of the ditch and will be ensuring that further clearance happens during the autumn term.
West Street ditch also requires clearance by residents whose properties back onto that section, on site meeting as per item 120/2627.
