Minutes of the Parish Council Meeting held in the Village Hall on Tuesday 11 January 2022 at 7.00pm
Present: Cllr M Williams, Cllr D Hunt, Cllr H Burrows, Cllr R Hunt, Cllr S Haynes

A public forum was available for members of the public to ask questions, three members of the public were in attendance.
Local Residents again raised concerns regarding the application for an extension of time by Egdon regarding the oil Drilling development at Smithfield Road who have also amended technical drawings defining the project and direction of drilling.
WLDC Update – Cllr Morris: Recycling. Cllr Morris has now visited the new recycling centre at Caenby Corner which is state of the art and extremely impressive. As mentioned at the previous meeting, new purple bins will be issued by WLDC to be used for paper and cardboard. These will start to be delivered around April/May. Green Bins can now be ordered via the council website and will remain at the same cost as per 2021 - £39 per annum.
LCC Update –Cllr. Smith: Highways highlighted the issues surrounding the campaign to ‘Fix our funds to fix our roads’ which highlights the cut in funding from the government by £12million. LCC are looking to find ways to bridge the gap and asking residents to report any incidents regarding road repairs via https://www.letstalk.lincolnshire.gov.uk/fix-our-funds-to-fix-our-roads.
Regarding the number of drainage issues causing flooding and potholes that are being investigated by the Highways Agency, this will be updated at the next meeting.

21/479 To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.

21/481 Chair & Councillors Report
Cllr Burrows raised the appearance of a shipping container on land adjacent to Grasby Road and queried the regulations regarding shipping containers. Shipping containers require planning permission and Cllr P Morris (WLDC) requested Cllr H Burrows send him an email regarding location and he will investigate and revert back with information.
21/482 Clerk’s report on matters outstanding
The Clerk reported that the IT company had now repaired the parish laptop, installed a new hard drive, updated the software and also installed anti-virus software.
The Clerk had also approached two further fencing companies to quote for the fencing around the playing field and is awaiting their response after the Christmas break.
The NALC Training programme schedule had been received and distributed to all Councillors for consideration.

21/483 Casual Vacancies
Cllr Burrows raised the issue of the four outstanding NKPC Councillor vacancies and suggested advertising in The Kelsey Group Church and Community News booklet. She has spoken to the editor, and NKPC are able to advertise can have adverts in each publication for a nominal fee.

21/484 North Kelsey Youth Club
At this time, the PC are unable to obtain information regarding the legal implications for change of use for the bequest in its care. Clerk to contact the Youth Club explaining the issue and not that the PC are not willing to release funds.
Cllr Morris has asked for further information and will investigate with colleagues and asked for this to be added to the agenda for the next meeting.
21/485 Village Notice Boards
NKPC would like to add a further noticeboard in the village.

21/486 New Seat in Play Area
A replacement recycled plastic seat (wood grain style) to be ordered from the Recycling fabricator at Caenby Corner This is to be placed facing inwards towards the playground area for people with dogs to sit whilst their children play inside the playground.
It was proposed to order two further seats for placement around the village to provide comfort to for village residents when walking around the village. One seat to be placed on the green at South Street/High Street and a second seat to be located on the green in Occupation Lane.
Cllr T Smith to investigate if permission needs to be obtained as LCC own the land where the seats could be located. If permission is granted, three seats will be ordered along with the correct seat fixings for siting on grass.

21/487 New Play Equipment
Cllr Burrows updated the PC that the proposals are progressing well with a further supplier coming out to view the site later in the month. All proposals should be complete for Cllr Burrows to present the ideas at the March/April PC Meeting. Once proposal is chosen, application to be made for grant funding.
21/488 Fencing around the Playing Field and Play Area
Clerk to chase the two outstanding Fencing contractors for quotes.
21/489 Chapel and Cemetery
a) Chapel
After the recent site visit by councillors to the chapel, it had previously been proposed that that the guttering around the chapel needed replacing and the roof needed further inspection by an official and approved contractor. Once the roof and guttering issues have been resolved, the chapel walls will require replastering but only during the summer months once the plaster has dried out and damage can be properly assessed.
It was also suggested that the chapel itself needs deep cleaning from years of detritus.
Cllr Burrows will post for potential contractors for guttering and plasterwork repairs via the Parish Facebook Page.
b) Cemetery
Wreaths placed on graves over the Christmas period need to be removed, broken down and the waste to be divided between both green and black bins.

21/490 Queens Diamond Jubilee
Cllr R Hunt recently visited North Kelsey Primary School to establish numbers of children involved and a figure of 300 children would include those attending the school along with any siblings up to the age of 16 living in the parish.
Cllr D Hunt suggested the purchase of a celebration mug for each child within the Parish at a cost of £2.65 each. Cllr D Hunt will liaise with the Community Association, so they do not provide the same gift

21/491 Financial Matters
The Clerk & RFO reported payments no received since the last meeting and presented accounts for payment.
Resolved to approve payments. £525.39 Proposed Cllr. D Hunt. Seconded Cllr. M Williams.

Parish Precept was discussed. Resolved to confirm final precept for 2022/2023 at £19,415.

21/492 Planning Maters
PL/0167/21 - Objection
PL/0168/21 - Objection
The extension to the was discussed after the update on the current situation regarding the extension to the Planning Applications by Egdon. - decision made to object to both applications.
At 20:45 Cllr M Williams left the room and Cllr D Hunt (Vice Chair) assumed responsibility for chairing the remainder of the meeting.
21/493 Grass Cutting Tender
Applications for the Grass cutting tender were opened and discussed in detail.
Applicants were benchmarked against the council’s specification.
Decision made to appoint Williams Grass Cutting Services, North Kelsey Moor for a three-year rolling contract to be reviewed on an annual basis.
