Minutes of meeting of North Kelsey Parish Council held in the Village Hall, North Kelsey, on Tuesday 14th June 2022 at 7pm

22/556. To receive apologies and reasons for absence. None received

22/557. To receive declarations of interest under the Localism Act 2011 – being pecuniary or non-pecuniary interest in agenda items not previously recorded on Members Register of Interests (which may also be made at any time during the meeting).

None declared

22/558. To approve draft minutes of the meeting held on Tuesday 10th May 2022 Resolved to approve as a true record. Proposed Cllr R Hunt, Seconded Cllr H Burrows. All in favour.

22/559. Chair & Councillors report. None

22/560. Clerk’s report and correspondence received

Internal audit had been carried out and there were no problems to report.

Temporary traffic restrictions were to be imposed at Smithfield Road Level Crossing 09/07/22 -10/07/22 10pm to 6am.

Matthew Timby has collected the finials form the Chapel roof.

22/561. Councillor Vacancies

Two applications had been received. Following discussions, it was proposed to accept the candidates Mr Philip Jackson and Adrian Robinson and offer the positions. Proposed Cllr H Burrows, seconded Cllr R Hunt. All in favour.

Cllr H Burrows offered her resignation Cllr S Haynes offered his resignation

The Chair thanked them both for their work to the council and wished them well.

22/562. Platinum Jubilee Mugs

Mugs were given out in the parish by Cllr D Hunt, Cllr R Hunt and the Community Association.

22/565. Fencing both on and around the playing field

22/566. Moles on playing field

There is significant mole activity on the playing field Resolved – Clerk to contact Mr Pesty

22/567. Gate sign on playing field entrance.

It is a concern that the entrance to the playing field is being blocked and that a sign should be put on the gate. Proposed Cllr Cllr R Hunt, Seconded Cllr S Haynes. All in favour.

Resolved – Clerk to arrange for purchase of new sign.

22/568. Autumn hedge cutting around playing field.

As the hedge was cut at the wrong time of the year last year it was decided to contract contractors to do the hedge earlier.

Resolved – Clerk to contact contractors

22/569. Planning matters

a)   Application 144896 – For front and rear extensions and new car park layout at North Kelsey Primary school – No objections

b)   Scoping Opinion for mineral extraction and associated site – Land south of North Kelsey Road, Caistor – No objections were to be raised at this stage.

22/570. To approve accounts for payment

Receipts received from Northern Powergrid (Wayleave) £16.94 Resolved to approve payments - £2,076.57

22/571. Approval of Annual Governance Statement 2021/22 Section 1

The statements were read out and approved

The accounting statements were accepted by council as being a true record of the accounts 2021/22

22/573. Approval of Certificate of Exemption AGAR 2021/22 Form 2

The certificate was approved as being correct  Proposed Cllr D Hunt. Seconded R Hunt. All in favour
 
22/574. Clerk Appointment

It was decided to offer the position to Carl Thomas. Proposed Cllr D Hunt. Seconded Cllr S Haynes. All in favour.

Resolved – The Clerk to contact Carl Thomas.
