Minutes of the North Kelsey Parish Council held at 7.00 pm at the Village Hall on 12 July 2022

Present: Cllr D. Hunt (Chair), Cllr R. Hunt, Cllr M. Williams, Cllr P. Jackson, In Attendance: C. Thomas, Cllr P. Morris (WLDC),

1   Welcome from the chairman and public session (15 mins) - Ref: 1

The Chairman welcomed everybody.

There were no members of the public present.

2   Reports from Unitary Councillors and Police - Ref: 2

Cllr P. Morris updated councillors on potential issues with waste water problems and asked for any issues raised to Council to also be brought to his attention primarily along Brigg Road going out of North Kelsey.

3   Apologies and reasons for absence - Ref: 3

4   To receive declarations of interest under the Localism Act 2011 - being any pecuniary or non-pecuniary  interest in agenda items not previously recorded on Members Register of Interests - Ref: 4

5   To approve the draft minutes of the Council meeting held on 14th June 2022 - Ref: 5

It was resolved to approve the minutes as a true record.

6   Finance Report - Ref: 6

a)   Accounting statements for period ending 30/06/22 - Ref: 7

The Clerk introduced a new set of accounting statements to Council.

b)   Schedule of payments - Ref: 8

It was resolved to approve the Schedule of Payments totalling £1080.00

7   Parish Matters - Ref: 9

a)   To approve back pay of £12.90 to the former clerk - Ref: 10

It was resolved to approve the back pay of £12.60.

b)   To approve additional bank signatories - Ref: 11

It was resolved to add Cllr R. Hunt, Cllr P. Jackson and C. Thomas as signatories to the bank account.

c)   Additional dog bin (Owmby Lane, Kelsey Moor) - Ref: 12

Either additional dog bins or increased collections were requested along Owmby Lane. The Clerk would liaise with WLDC.

d)   Mugs - Ref: 13

It was resolved to gift the mugs to the primary school for distribution to school children. The Clerk would make contact with the school.

e)   Notice Board - Ref: 14

It was suggested to place two larger notice boards outside the Old Chapel ( xxx road) and one on the Village Green.

The Clerk would obtain prices.

f)   Moles - Ref: 15

Moles were becoming a problem on the playing fields and the mole contractor has not responded to requests. Enquiries would be made with the existing contractor and also source a new one.

g)   Playing Field - Ref: 16

Concern was raised by a councillor regarding dog mess on the playing fields particularly around the children's play area.

Additional signage would be investigated. The gate hinge and closing bracket were also damaged.

h)   Playing field fencing - Ref: 17

Cllr P. Jackson agreed to investigate and report back on fencing at the playing fields.

i)   Playing field equipment - Ref: 18

Discussions took place in order to progress the good work undertaken by Cllr H. Burrows who had subsequently resigned. It was suggested to form a Working Committee to progress the new play area and potentially involve the school or younger residents of the village. The Clerk would progress.

j)   Chapel roof - Ref: 19

Cllr M. Williams gave an update on the Chapel Roof work.

K)   Review tracking report - Ref: 20

The Clerk explained the new Tracking report and how it would work.

20539 - Owmby Lane Connection To Main Sewer

Contact is to be made with Anglian Water with a request to connect Owmby Lane to the main sewer.

20540 - LCC Issues

This was a result of a walk around with Cllr T. Smith (LCC) and Parish Councillors. Various matters were raised some of which have had work orders raised and others deferred.

Each job will be created as a separate item to follow up.

20553 - 2021/22 Audit

Paperwork had been submitted to the external auditor and the completion certificate was awaited.

20569 - Parish Council Logo

The Clerk would come up with some ideas for the next meeting.

9   Planning applications and decisions received - Ref: 23

a)   145063 - Fieldside, Brigg Road, North Kelsey

Erection of single storey extension to form annex. - Ref: 24

No objections.

10   Next meeting will be Tuesday 09/08/22 at 7 pm - Ref: 25
