Minutes of the Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 5th November 2019 at 6.30pm
Those present: Councillors R Smith ( chair ), L Barker, S March, P Bryan, J Perry. In attendance: J Waite (Clerk) 1 member of the public.

2 To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. Ref 19/122

3 To approve draft minutes of the Ordinary Meeting of the Parish Council, held on 8th October 2019. Ref 19/123
Resolved to approve as a true record.

4 Public Questions Ref 19/124.
The Postmaster from Caistor Post Office who provide the out reach service spoke about the finances of the out reach service. The village hall have indicated that they would accept the proposal for the parish council to cover the £1 per hour increase for each session from 1st October 2019 up to 6th April 2020 when it will be reviewed.

It was proposed to make a donation of £293.00 to the Village Hall Proposed Cllr Smith. Seconded Cllr Bryan. All in favour.
2 councillors declared interest and did not vote.
The mid year budget and proposed spending for 2019/20 was circulated. It was resolved to send a precept estimate of £18,000.00 for 2020/21.

10 Parish matters – To receive any report or consider any appropriate action Ref 19/130
a) Cemetery – the chapel needs some work doing on the roof, quotes to be sort. The inside needs clearing out and the doors painting. Problems with the old grave stones leaning, contact conservation officer.
b) Grounds Maintenance - To look at quotes for aluminium notice board.
c) Play Area – signs have been purchased for the new fence, no dogs allowed in the childrens playarea. Zip wire is too expensive.
d) Wild Life Area – a site meeting is to be held to look apply for grant funding to do work to install a path and seating area.
e) Speed Signs – the new signs have been installed.
