Minutes of the Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 11th June 2019 at 6.30pm

Those present: Councillors D Hunt, R Smith, L Barker, R Hunt, J Lomas, S March, P Bryant. In attendance: J Waite (Clerk) Cllr L Strange, Cllr T Turner.

3   To approve draft minutes of the Ordinary Meeting of the Parish Council, held on 7th May 2019. Ref 19/065

4   Public Questions Ref 19/066

A discussion was held about planning applications PL/0083/19 and PL/0084/19. Concerns were raised by residents about the extra noise and other pollution that longer operating hours would cause, and the effects of extra security lighting on wildlife.

5   County Council Report  Ref 19/067

No items were reported on.

6   District Council Report Ref 19/068

Councillor recommended that NKPC look at developing a local plan.

7   Clerk’s report Ref 19/069

A new email address for the council has been set up clerk.northkelseyparish@gmail.com

There is currently 1 vacancy on the council. Three members of the public have expressed an interest. Clerk to invite all to a future meeting.

The new speed restriction signs have been put up. An email has been received from a resident asking for permission to erect a speed activated sign near to his property on the edge of the village. Clerk to contact LCC about permissions.

A resident has requested that a weight restriction of vehicles be applied to the village.
 
The Councillors are interested in attending the cluster meetings being set up by local PCSO. The Privacy Policy for the website was reviewed and approved.

Approval of the Certificate of Exemption. Ref 19/071.

The certificate was approved as being correct.

The accounting statements were accepted by council as being a true record of the accounts 2018/19.

9   Planning applications and decisions received Ref 19/074

Adjoining Parish Consultation PL/0083/19 and PL/0084/19.

The objections raised by residents are supported by Council and will be communicated to LCC Planning.

Adjoining Parish Consultation PL/0083/19 – No comments or objections made. Council would support this development.

Application 139069 – council raised concern about the lack of visibility at the junction, problems with surface water. Council would like a restriction that no fencing or hedge can be installed, as this would add to the lack of visibility for car drivers.

10   Parish matters – To receive any report or consider any appropriate action Ref 19/075

a)   Cemetery – no issues to report.

b)   Grounds Maintenance - flower boxes for the entrances to the village are now in place. Council would like to thank Cllr D Hunt for all her hard work in this matter.

c)   Play Area – plans to install a low level walkway were discussed, for the under 5 years age group, quotes to be sort. There is still some extra wood chip to go down and the perimeter fence is now mended.

Proposal to look at a wooden fence surrounding the play equipment in a similar style to fencing at Tealby park. – quotes to be sort.

d)   Speed Signs – 6 extra signs have now been put in place.

e)   Parking on Middle Street – this is causing an issue if a large vehicle such as an ambulance or fire engine were to try and access the road, also problem for other residents and farm vehicles. There is also an issue with cars being parked on the junction.

f)   New notice boards for the village green, to be used for community events as well as parish council. Quotes to be sort.

11   To receive general comments from members for consideration on the next agenda. Ref 19/076

Complaints about broken pavements on Weston Cres and Lindum Walk.
