Minutes of the Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 12th February 2019 at 6.30pm

Those present: Councillors D Hunt, R Smith, L Barker, S Priestnall.

In attendance: J Waite (Clerk) Cllr L Strange, 5 members of the public.

2   To receive declarations of interest under the Localism Act 2011 – being any pecuniary or  non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.   Ref 19/013

3   To approve draft minutes of the meeting held on 8th January 2019. Ref 19/014

Resolved to approve as a true record.

Proposed Cllr L Barker.   Seconded Cllr D Hunt.  All in favour.

4   Public Questions Ref 19/015

Planning application 138649 – has been refused by WLDC, on the grounds that it will extend the boundary of the village. The resident wishes to make a re application and is asking for support from the Council.

Resident asked for permission to transfer an exclusive right of burial from one family member to another.

No issues to report.

7   Clerk’s report Ref 19/018

A new email address for the council has been set up clerk.northkelseyparish@gmail.com

There are currently 4 vacancies on the council.  Nomination papers were circulated for May 2019 elections.

The process to reduce the number of councillors from 9 to 7 will be started after the upcoming election with a public consultation.

The quote for a new safe was discussed, to hold the burial records. Further quotes are to be looked at.

Speed signs are to be put up.

9   Planning applications and decisions received Ref 19/020

Application 139002 – No comments or objections raised. Application 138832 – No comments or objections raised.

10   Parish matters – To receive any report or consider any appropriate action Ref 19/021

a)   Cemetery – The new Cemetery Ploicy was approved. Proposed Cllr Priestnall.  Seconded Cllr Smith. All in favour.

The green waste bin has not arrived yet from WLDC.

Discussion of resident wanting to transfer exclusive right of burial was moved to closed session.

Proposed Cllr D Hunt.  Seconded Cllr R Smith.  All in favour.

Council moved to closed session.

Resolved to allow the plot to be transferred to the family member, at the cost of the new fee less the £52 already paid in 1991. The non residents fee will be due on internment, and the right of burial cannot be transferred again should the situation within the family change again.

Council moved to open session.

b)   Grounds Maintenance - Plants have been ordered.

c)   Play Area – Play bark can now be prdered.

P Everitt property Maintenance have been approached to do all the work needed on the playing field, including the repairs to the climbing frame, removal of both of old goal posts, removal of silver birch trees on playing field boundary that are over hanging properties.

Quote of £550 was received and accepted.
