Minutes of the Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 2nd April 2019 at 6.30pm

Those present: Councillors D Hunt, R Smith, L Barker, R Hunt. In attendance: J Waite (Clerk) 2 members of the public.

1To receive apologies and reasons for absence Ref 19/038

Cllr L Strange, Cllr T Turner.

2   To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.   Ref 19/039

None received.

3   To approve draft minutes of the Annual Meeting of the Parish, held on 12th March 2019. Ref 19/040

Resolved to approve as a true record.

7   Clerk’s report Ref 19/045

A new email address for the council has been set up clerk.northkelseyparish@gmail.com

There are currently 5 vacancies on the council. Two members of the public were invited to speak as to nominations to become councillors, three other residents have contacted the Clerk were not able to be at the meeting today.

Nomination papers are available from the Clerk for May 2019 elections, 5 completed sets to be taken to Guildhall, Gainsborough. If there are still vacancies after the election date, then Council will be able to co opt at the next meeting.

The Mole catcher has been to the playing field but as yet no activity reported, he will continue to monitor.
 
A letter has been received from a resident about the uneven nature of the playing field. The field is due to be rolled in spring, when the weather allows and this should help. Although it was noted by Council that as this is a rural area we are unable to stop rabbits, etc from digging burrows.

More speed signs have been ordered. A resident has requested a 20mph zone near the primary school.

A letter has been received from a resident with concerns about unnecessary HGV passing through the village and requesting a weight limit for the village. Council to contact WLDC.

LCC Speedwatch   £60.00

Resolved to approve payments.

Proposed Cllr R Smith. Seconded Cllr L Barker.  All in favour. The end of year accounts and budgets were reviewed.

9   Planning applications and decisions received Ref 19/047

Application 139143 – new plans are showing an increase in the number of houses. Contact WLDC.

10   Parish matters – To receive any report or consider any appropriate action Ref 19/048

a)   Cemetery – Work to remove the ant hills should be done in April, and a quote has been sort for the holly tree causing problems.

A request for a grave plot from a resident outside the area was not approved.

b)   Grounds Maintenance - no report given

c)   Play Area – plans to install a low level walkway were discussed, for the under 5 years age group. Clerk to contact P. Everitt for a quote.

d)   Speed Signs – these are now up and positive feed back plus requests for more signs received. Clerk to ask about warning signs for the approaches to the village. 6 more signs have been ordered.
