Minutes of the Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 10th December 2019 at 6.30pm
Those present: Councillors R Smith ( chair ), L Barker, S March, P Bryan, J Perry, D Weir. In attendance: J Waite (Clerk) 3 members of the public.

3 To approve draft minutes of the Ordinary Meeting of the Parish Council, held on 5th November 2019. Ref 19/134
Resolved to approve as a true record.

4 Public Questions Ref 19/135
Concerns were raised about the road drainage system on Caistor Road, North Kelsey Moor. On the south side of the road, the ditch has partially collapsed - this happened in May and was reported to LCC, who have put cones around the area but the collapse is now getting worse. Owmby Road / Caistor Road gullies are blocked by debris and need to be cleaned out. Owmby Road also badly needs resurfacing.
Ergon , Smithfield Road, South Kelsey development site – apparently the company have been in contact with a number of residents, and council were asked to comment on this. However, council have not seen this correspondence so felt unable to enter into a discussion until they have had site of the letter.

There are currently 2 casual vacancies.
The new speed signs are in place – a concern was raised about speeding on Church Street and another site is to be looked at to place another sign so they can be seen from both directions.
A property on Carr Lane was affected by flooding during recent heavy rain.

9 Planning applications and decisions received Ref 19/140
Application 140238 - Issues with access to new properties and flooding from surface water is already a problem in this area.
10 Parish matters – To receive any report or consider any appropriate action Ref 19/141
a) Cemetery – no further issues to report. The bins at the cemetery are for the cemetery use ONLY and not for household waste from residential properties.
b) Grounds Maintenance - To look at quotes for aluminium notice board. The budget for the planters and green spaces in the village was requested to be increased to £200
c) Play Area – The new balance walkway is to be completed before Christmas, weather permitting.
d) Wild Life Area – a site meeting has been held, and Cllr March is putting together the application for the grant. It is planned to install bat boxes, bird boxes, use dead wood to make ecological habitats, a path and small seating area for a “chatty bench”. A tree lined path to be installed from the gate across to the area, and to look at resurfacing the car park area. To work alongside local groups including the primary school, NKCA, youth club, WI and scouts.
