Minutes of the Annual Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 7th May 2019 at 6.30pm
Those present: Councillors D Hunt, R Smith, L Barker, R Hunt, J Lomas. In attendance: J Waite (Clerk) 3 members of the public.
1 To Elect a Chairperson for 2019/20. Ref 19/050

4 To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. Ref 19/053

5 To approve draft minutes of the Ordinary Meeting of the Parish Council, held on 2nd April 2019. Ref 19/054
Resolved to approve as a true record.

7 County Council Report Ref 19/056
Light on Station Road has still not been repaired.

9 Clerk’s report Ref 19/058
A new email address for the council has been set up clerk.northkelseyparish@gmail.com
There are currently 4 vacancies on the council. Three members of the public were invited to speak as to nominations to become councillors.
It was resolved to co opt 3 new councillors Susan March

Declaration of acceptance of office papers were signed for all councillors, to be copied for WLDC. Register of Interest forms were completed.
The Mole catcher has been to the playing field but as yet no activity reported, he will continue to monitor.
More speed signs have been ordered. Speed Watch have been contacted by someone claiming to be from the Parish Council in regards to speed radar guns. No members of the council have made this enquiry.
The grass cutting contracts were discussed, and the dates for there review.

11 Planning applications and decisions received Ref 19/060
PL/0011/19 – Adjoining Parish Consultation.
These plans have been delayed at LCC and the council do not wish to pass any comment or objection until the plans are released.
12 Parish matters – To receive any report or consider any appropriate action Ref 19/061
a) Cemetery – A quote has been received for the pruning work on the trees, and this was accepted.

It was proposed to have a rota for councillors to be responsible for the inspection of the cemetery, removal of flowers and wreaths, putting bins out. To be decoded at each monthly meeting.

b) Grounds Maintenance - flower boxes for the entrances to the village are now ready. Council would like to thank Cllr D Hunt for all her hard work in this matter.
c) Play Area – plans to install a low level walkway were discussed, for the under 5 years age group, quotes to be sort.
Proposal to look at a wooden fence surrounding the play equipment – quotes to be sort.
d) Speed Signs – 6 extra signs have now been delivered .
