Minutes of the Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 12th March 2019 at 7.00pm

Those present: Councillors D Hunt, R Smith, L Barker, R Hunt. In attendance: J Waite (Clerk) Cllr L Strange.

1To receive apologies and reasons for absence Ref 19/027

Cllr S Priestnall, Cllr T Turner.

2   To receive declarations of interest under the Localism Act 2011 – being any pecuniary or  non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.   Ref 19/028

Cllr Barker and Cllr Smith declared an interest in planning application 139069.

3   To approve draft minutes of the meeting held on 12th February 2019. Ref 19/029

Resolved to approve as a true record.

WLDC are hoping to introduce a free bulky waste collection service.

7   Clerk’s report Ref 19/033

A new email address for the council has been set up clerk.northkelseyparish@gmail.com

A letter of resignation has been received from Cllr Priestnall.

There are currently 5 vacancies on the council. It was decided to do a leaflet for all households

Nomination papers are available from the Clerk for May 2019 elections.

9   Planning applications and decisions received Ref 19/035

Application 139069 – Concerns were raised about access to the proposed drive ways being so close to the junction, which already has visibility issues. No on street parking would be available for the property. Road outside the property is already prone to flooding.

Application 139029 -  Objections have been received by the Parish Council from 2  residents. The Parish Council have raised objections and concerns regarding the fact that these properties would lie outside the build line of the village, there would be restricted access as it would involve the existing driveway which serves one property already and is on a sharp corner. This would cause traffic problems while the site is developed. It is a grade 2 listed property and area containing archeologically sensitive material.

10   Parish matters – To receive any report or consider any appropriate action Ref 19/036

a)   Cemetery – Quotes to remove the ant hills and the holly tree causing problems were accepted.

b)   Grounds Maintenance - Plants have arrived, compost to be ordered.

c)   Play Area – Play bark has now been delivered. A date is to be agreed for it to be spread at the play area. There is a problem with moles again – clerk to contact mole catcher.

d)   Speed Signs – these are now up and positive feed back plus requests for more signs received. Clerk to ask about warning signs for the approaches to the village. Purchase of 6 more signs
