Minutes of the Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 20th August 2019 at 6.30pm

Those present: Councillors R Smith ( vice chair ), L Barker, J Lomas, S March, P Bryan, J Perry.

In attendance: J Waite (Clerk), Cllr T Turner, 2 members of public. 1To receive apologies and reasons for absence Ref 19/088  Cllr L Strange

2   To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.   Ref 19/089

3   To approve draft minutes of the Ordinary Meeting of the Parish Council, held on 16th July 2019. Ref 19/090

Resolved to approve as a true record.

5   County Council Report  Ref 19/092

LCC are investigating speed restrictions on East Hall Road.

6   District Council Report Ref 19/093 Missing road name sign has been ordered. 7 Clerk’s report Ref 19/094

A new email address for the council has been set up clerk.northkelseyparish@gmail.com

There are currently 3 casual vacancies. Nomination for co option – Dianne Weir

Proposed Cllr L Barker. Seconded Cllr S March. Al in favour. The closure of the post office out reach service was discussed.

The cost for the parish council to cover for the remainder of this financial year would be £1344. The cost to cover a full year would be £2016. These costs have not been budgeted for, so would come out of reserves this year, and be added to the precept for the following year.

It was proposed to contact the post office Caistor to ask about the service dropping to 2 days a week, instead of 3, and to 3 hours each session, instead of 4, and the council would pay the £1 per hour increase in the rent, as from September 1st 2019.

Resolved to approve payments.

Proposed Cllr R Smith. Seconded Cllr L Barker.  All in favour. 9 Planning applications and decisions received Ref 19/096 Application 139029 – objections recorded before still stand.

10   Parish matters – To receive any report or consider any appropriate action Ref 19/097

a)   Cemetery – garden area around the chapel needs tidying.

b)   Grounds Maintenance - surface on Cemetery Land breaking up, also problems with pavements to be reported again to LCC. A quote for the new notice board has been received, still waiting for 2 more.
 
c)   Play Area – plans to install a low level walkway were discussed, for the under 5 years age group, 2 quotes received.

Quote 1  - £4050.00  Quote 2 - £7194.00

Resolve to accept quote 1.

There is a broken board at the bottom of the slide – ask D Williams to fix. There is still some extra wood chip to go down.

d)   Speed Signs – Contact WLDC and LCC about resident offer to install a speed display camera on East Hall Road. – they would need to do another survey at a cost of £40. Clerk to contact resident.

Road signs for village entrances , the quote and design were accepted. Proposed Cllr R Smith. Seconded Cllr J Lomas.  All in favour.

Middle Street parking still causing issues. Playing field hedge to be cut – look at quotes.
