Minutes of the Parish Council Meeting of North Kelsey Parish Council held in the Village Hall on Tuesday 10th September 2019 at 6.00pm
Those present: Councillors R Smith ( chair ), L Barker, S March, P Bryan, J Perry, D Weir. In attendance: J Waite (Clerk), Cllr T Turner.

There are currently 2 casual vacancies.
The closure of the post office out reach service was discussed again, as the proposal offered at the last meeting has been rejected. It would cost the parish council £572 to pay the £11 per week increase per year.
It was proposed to pay the extra £1 per hour / per session for the remainder of this financial year to March 2020, and any further payments to be discussed in January 2020, in terms of adding to the precept for future years.
NKCA have been asked to supply electricity costs and other running costs over a 3 month period so an average cost for each session can be calculated to ensure a fair rent increase has been determined.

9 Planning applications and decisions received Ref 19/107

10 Parish matters – To receive any report or consider any appropriate action Ref 19/108
a) Cemetery – problems have been reported with graves and head stone subsiding. A site meeting is to be arranged. The dyke at the bottom edge of the cemetery needs clearing.
b) Grounds Maintenance - A quote for the new notice board has been received, still waiting for 2 more.
c) Play Area – plans to install a low level walkway have been delayed but hope to commence soon.
d) Speed Signs – It was proposed to do another speed watch survey in the North Kelsey Moor area.
